How do I get past, "[Microsoft][ODBC SQL Server Driver][DBNETLIB]SQL Server does not exist or access denied., [Microsoft][ODBC SQL Server Driver][DBNETLIB]ConnectionOpen (Connect())"?

This error means that DonorWise cannot connect to SQL Server.  Microsoft provides guidance on how to get past this issue here:
